Externally Aided Projects (EAP)

Introduction

1. Externally Aided projects (EAP) Division of Ministry of Environment and Forests deals with the works relating to sanction, implementation and monitoring of Forestry Projects with external assistance throughout the country. These Forestry Projects are aided by External Agencies such as the World Bank, Swedish International Development Agency (SIDA) (Sweden), Japan Bank for International Cooperation(JBIC)(Japan), European Economic Community(EEC), Overseas Development Agencies(ODA)(UK) and Federal Republic of Germany(FRG). As per the allocation of works, the following are the responsibilities assigned to this Division :-

 
  • Assisting the State Government in identifying and formulating projects for external assistance.
  •  
     
  • Scrutiny of the projects for external assistance/internal clearances of projects. Assam
  •  
  • Coordination with Deptt. of Economic Affairs (DEA), Planning Commission,
    Ministry of Home Affairs(MHA), Ministry of External Affairs (MEA)and other Ministries.
  •  
     
  • Liaison with External donor agencies.
  •  
     
  • Processing of cases for clearances of foreign visiting missions, consultants of donor agencies.
  •  
     
  • Joint Project appraisal and follow up action.
  •  
     
  • Finalisation of projects for external aid by negotiation till signing of agreement, Monitoring of on-going external aided projects.
  •  
     
  • Annual and mid-term review of projects.
  •  
     
  • Joint consultation with donor agencies.
  •  
     
  • Co-ordination with State Govts. Other Central Ministries and donor agencies for resolving various issues arising from time to time.
  •  
     
  • Monitoring of aid/ credit utilization.
  •  
     
  • Identification of relevant training courses/study tours abroad
  •  
     
  • Inviting nomination for relevant training courses/study tours abroad.
  •  
     
  • Processing the cases for training abroad.
  •  
     
  • Reply to Parliamentary Questions and Assurances amongst others.
  •  
     
  • Handling of Food and Agriculture organizations (FAO) Projects/Miscellaneous Projects.

    2. At present 12(twelve) Forestry Projects are being implemented in 11 states viz. Rajasthan, Orissa, Karnataka, Andhra Pradesh, Himachal Pradesh, Tamil Nadu, Punjab, Uttar Pradesh, Tripura, Gujarat, and Haryana. About 20 projects are in the pipeline and efforts are being made for securing external assistance through dialogue with different donors. There is considerable correspondence relating to the ongoing projects. Apart from routine correspondence, mid-term and annual-reviews, monitoring, and policy development issues are also taken up.
       
    3. Apart from this, as ordered by DGF&SS, MoEF the work of FIC (except UNFF and APFC) has been transferred to EAP Division.
